The JNez Perces, who are the inoat powerful tribe of Indians on the Pacific coast, are within tho boundu rioa of Idaho Territory. Our Govern tnont has a treaty with thorn, by the stipulations of which tboy are entitled to certain annuities, to be paid nn nu ll' y. I find that not a'dollar's worth f annuities has been paid to these paople for moro than two years, and portions of the tribe are threatening to vosirt to hostilities- in retaliation for the bad faith with which the Govern m.9ntand its officers have treated thorn. I was unablo to find any records in tho Governor's office showing what disposition had been made of the up pruj riations made by Congress to fill tho treaty stipulations with this tribe; indeed, I was unablo to find any rec ords in tho Governor's office in any way pertaining to Indian ntfuirs, ard tho person who had boon employed by '. the Governor to act as Clerk or Sec retary for tbo Suporintendency, and who bad received a Bnltirv for that duty, informed me that no records of L I I I I . Perces .Reservation, is a compe tent officer, and seems to bo doing ijvurj buiug iu mo puvvcr lvj yiivnij uiu Indians and protect the interests of tio Government, but he is without a dollar of funds with which to defray curront expenses. The wages of the porsons employod upon tho reserva tion in pursuance of iho treaty stipu lations, have not been paid for nearly two years, and they are forced to sell their vouchors at from 50 to GO cents on tho dollar in currency. The money -disbursed by Gov. Lyon's order while ho was protonding to discharge the duties of Superintendent of Indian Af fairs, has been- totally and grossly misapplied and squandered (by the Governor's orders) for objects whioh were neither authorized by the treaty or desired by the Indians. Under this 1 state of facts and as a member of the Committee authorized by Congross to inquire into tho condition of Indian affairs, I would earnestly recommend that Bomo person bo appointed to dis charge the duties of Governor and Superintendent of Indian affairs in Idaho, who has, at least, so mo claims . to common sense and common honesty. The change cannot bo made too soon for the protection of tho Government, and the preservation of peace among the Indians.
